Job Description

The Alcoholic Beverages Division (ABD) of Commerce is recruiting to hire an Accounting Technician 2 to perform accounting services that support all operation of the ABD.

Duties include:

Licensee Returns: Process returns from Class E customers;record returns in new Accounting System called Microsoft Dynamics AX; customer service on returns via email and phone; verify incoming product for store return; run customer payment proposals for return credits; assist Warehouse personnel with return inquiries and processing of returned products. Liaison between Warehouse and Accounting personnel in regards to returned product. Approve products to be returned according to ABD rules in place; compliance with TTB return product laws; Fleet notification of approved returns; manages returned product emails and other licensee correspondence.

Set up new Class E accounts for liquor delivery to include banking information, route and stop scheduling; premise and contact details. Maintains and updates the Invoice Exceptions Report to include all return information acquired from the AX system; Account number, Location, Warehouse personnel, item numbers, reason for return and daily picker totals Payables and Cash Receipts: Process account payables, follow internal procedures for invoice payments; distribute invoices to appropriate departments; obtain supervisor signatures; reconcile all accounts; resolve billing discrepancies, send out warrants. Process and mail Tobacco Compliance payments to local law enforcement.

Process employee travel payments in the I/3 system and distribute to personnel for fleet expenses. Processing of cash receipts:licensing, liquor and tax EFT and checks; liquor penalties;tobacco penalties; miscellaneous income;beer and wine tax; insufficient funds for taxes, liquor payables and licenses. Process daily Liquor Sales in Accounting System Microsoft Dynamics AX; includes ACH, Fintech, and check deposits. Reconcile discrepancies in invoicing to ensure all invoice amounts are collected and recorded daily. run daily reconciliation and EFT payments. Bailment Procedures:

Enters bailment adjustments and vendor credits to the Bailment system for bimonthly processing; manage inventory from Licensee returns in regards to damaged products; create bailment payment documents and manage vendor and supplier vendor records. Communication: Manage accounting in-box for all correspondence from the public, trade partners, and stakeholders; route communication to appropriate accounting and other ABD personnel that would include bailment questions and report request, invoice inquiries, exceptions and delivery monthly Beer and Wine Compliance Reports questions.

069 Clerical Accounting

3 years' of basic high school math courses (or 12 semester hours of college level basic math courses or above) or 6 months' experience where clerical accounting was a major function of the job which required the following:

  • Ability to apply math skills in addition, subtraction, multiplication, division, percentages and fractions and basic algebra to pre-established accounting systems or procedures.

  • Ability to use and modify electronic spreadsheet software such as EXCEL

  • Ability to interpret and apply fiscal regulations

  • Ability to read and understand basic financial and statistical reports

Minimum Qualification Requirements

Graduation from high school or G.E.D. equivalency and four years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal programs using elementary bookkeeping principles and practices;

OR

the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;

OR

an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;

OR

substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;

OR

any equivalent combination of qualifying education or experience;

OR

one year of experience as an Accounting Technician 1 in the State of Iowa classified service will be considered as qualifying;

OR

one year of work experience as an Accounting Clerk 3 in the State of Iowa classified service will be considered as qualifying.
